Romanian Parliament published Law No. 139 on May 17, which authorizes Emergency Ordinance No. 120/2021. The ordinance sets out the foundation and operational structure for the national e-Invoicing system, “RO eFactura“.

Since November 2021, the RO e-Invoicing portal has been accessible for the exchange of invoices between public administrations (B2G) and between private firms (B2B). The portal may be used to send and download invoices. The recipients will have sixty days to access and download their bills.
As stipulated by Law No. 139, usage of the RO eFactura system is obligatory for B2G transactions beginning July 1, 2022.
